Up until 1994 telephone numbers within the UK were administered by British Telecom, but this responsibility was then transferred to the Office of Telecommunications (Oftel), which subsequently became the Office of Communications (Ofcom). Ofcom administers telephone numbering as part of it’s responsibility under the Communications Act 2003. Section 56 of the Act requires Ofcom to publish the National Telephone Numbering Plan, setting out the telephone numbers available for allocation and any restrictions on how they may be adopted or used.

Part A of the National Numbering Plan sets out how UK telephone numbers should be used in the following categories, according to the first two digits:

  • 01 Geographic telephone numbers
  • 02 Geographic telephone numbers in expanded or merged areas
  • 03 Non geographic telephone numbers which are charged at the same rate as geographic numbers and are generally included in free call allowances within landline and mobile telephone packages in the same way as geographic numbers.
  • 08 Service telephone numbers, such as freephone or numbers charged at a higher rate, not included within free call packages.
  • 09 High cost telephone numbers for premium rate services where the service provider receives an income from the call.
